I.
REVIEW OF MINUTES:
The November 11, 2003, Faculty Senate Minutes were approved without
objection.
II.
CHAIRPERSON’S REPORT:
1.
Dr. Cronk presented the final draft of the “Senate
Resolution on 2004SP Changes to Registration Booklet and Catalog Preface to
General Education Course List.” This document (copy attached) shows
an “Older Preface” and a suggested “New Preface.” One sentence was added (the
very last sentence in the first paragraph) since the time that this was
previously discussed in the Senate (in September 2003).
PASSED: 40 – 0 – 2. (This will be SR-A-2003/2004.)
III.
COMMITTEE REPORTS: The agenda was moved so that this item
was addressed at the end of the meeting.
A.
Constitution Committee:
1. Professor
Laurie Hodge, Chair of the Faculty Constitution Committee, presented the Proposed
Revision of the Faculty Constitution Prepared by the Ad Hoc Committee to Revise
the Faculty Constitution dated
2. Professor
Hodge read a memo dated June 18, 1993, from Mrs. Arlene Kessler, Board of
Trustees member at that time, which indicated that when Board minutes were searched,
she found no record of a Faculty
constitution. He then reported on a
rebuttal to her memo prepared by Professor Neil Ender, which particularly cited
past practices according to the first Faculty Constitution. Further discussion
ensued on this subject. Executive Vice

3. Mention was
made of a constitution proposed in 1979 by a committee chaired by retired
Professor Matt Panczyk. This
constitution was never passed by the faculty. Professor Hodge reported that the
present Constitution Committee used both the original Constitution and the
proposed 1979 (Panczyk) constitution as resources for the current proposed
document (2003).
4. Professor
Mauro Marzocco, a member of the Constitution committee, praised Professor Hodge
for his long-term commitment to this endeavor.
5. A question
was raised regarding section 5.6.c.iii regarding student membership on the
Academic Standing Committee. Questioned
was if it was a good idea for students to be in on discussions of a sensitive
nature regarding other named students. It was pointed out that the Chair of
this committee would remind the committee members of the delicate nature of
their proceedings and the need for confidentiality, so there would be no need
to change this section of the proposed constitution.
6. A question
by the Admissions & Registration Senator was raised regarding section 2.2.b
on page 3 pertaining to Membership of the Faculty Senate. It was explained that in the past, there were
persons with faculty rank in departments such as Continuing Education and
Admissions & Registration, who were members of the Senate. Since there are no longer any personnel with
faculty rank in those departments, page 16 shows that representatives from
those areas are allowed to be non-voting Senators.
