

FACULTY SENATE MINUTES
March 15, 2005
I.
REVIEW OF MINUTES (February 15): Two corrections were noted: the date was
inadvertently entered as February 15, 2004, and omitted were the comments on
the letter from President Winn that accompanied paychecks on 2/15/05, which
referred to the “restructuring” of the College. It was suggested that the
minutes be revised for the Senate to review at the next Senate meeting.
II.
CHAIRPERSON’S REPORT:
A.
Dr. Cronk welcomed Professor Fred Golub, who was elected
to replace Professor Jim Wiley, who has retired.
B.
Dr. Cronk reported that he had received feedback from
some Senators on issues of concern, such as class cancellations toward the end
of registration periods.
C.
Dr. Cronk reported that the Officers of the Senate met
with Dr. Winn and the Vice Presidents on Thursday afternoon, March 10, from
2:45 to 6:00 PM. The Agenda topic discussed was Shared Governance. After
lengthy discussion and no conclusions, VP Ray Smith suggested that “each side”
(Administration and Senate Officers) write one-page statements of our
respective views of shared governance, which would be discussed subsequently,
perhaps at the next scheduled meeting.
A motion was
made to create a sub-committee of the Senate, open to both Senate and
non-Senate members and to be appointed by the Senate Executive Committee, to
come up with a shared governance statement.
PASSED: 37 – 3 – 6.
Discussion
on this motion: The Constitution addresses shared governance; the proposed
sub-committee will provide checks and balances and a wider range of input;
we’ve had 35+ years of shared governance; two objectives have come out of the
discussion: (1) the need for defined structure and (2) the need for common
language.
People who
volunteered at the meeting to be on this committee were: Dr. Alan Kaufman,
Professor Gerald Meisel, and Professor Mauro Marzocco.
D.
A Senator made a point that the Senate has not
received answers to questions such as class cancellations.
E.
Dr. Cronk
announced that President Winn would not be appearing in person as the Senate
had requested but that she did send a letter addressing recent concerns (copy
of letter distributed at Senate meeting).
A motion was made to table the President’s
recommendations for actions:
Page 2, paragraph 2: “that the BCC Faculty Senate take
action to delete the AAS Travel and Tourism Program effective June 30, 2006. I
further recommend that the Senate encourage Dr. Gleckner and/or the Business
department to do the necessary research to confirm that a transfer program will
provide an appropriate career path for our students.”
Page 2, paragraph 3: “. . . I recommend that the BCC
Senate take action to work with the administration on developing appropriate
criteria for purposes of program discontinuation.”
FAILED:
6 – 38 – 5.
A motion was made to send the question of the Travel
and Tourism program to the Business Department for further action, which
further action is to be reported by the Business Department to the Curriculum
Committee.
Points of order: The President can suspend admission
to an A.A.S. program. Students can enroll in the Travel and Tourism Certificate
program while the transfer program can be developed.
PASSED:
42 – 0 – 3.
F.
Dr. Cronk questioned the Academic Integrity policy,
page 2, A, the paragraph that states: “In all cases, the instructor shall
notify the Vice President of Student Services of the violation and the penalty
imposed.”
A motion was
made to reconsider.
FAILED: 9 – 8 – 20.
It was
understood that this issue will or may be raised at a later meeting of the
Senate.
III.
COMMITTEE REPORTS:
Dr.
Joan Tscherne presented a revised Third Attempt Policy proposed by the Academic
Standing Committee.
