

FACULTY SENATE MINUTES
December 14, 2004
Dr. George Cronk, Chair of the Senate,
called the meeting to order at 3:55 p.m.
I. REVIEW OF
MINUTES: The November
9, 2004, Faculty Senate Minutes were approved without objection.
II. CHAIRPERSON’S
REPORT (Dr. Cronk):
1.
A moment of silence was observed in memory of Dr.
Israel (Lou) Fisher.
2.
SR-D-2004/2005 and SR-E-2004/2005 have been
pulled from today’s Agenda.
3.
2005/2206 and 2006/2007 Calendars: The
Executive Committee and members of the Administration have run into obstacles
in planning these calendars. The fall calendars are particularly problematic
with constraints not starting until September 1 and finishing before Christmas.
Also, September 1 is before Labor Day. A discussion ensued, which precipitated
a motion: “The Faculty Senate advises the President of BCC and the
Administration that the 2005/2006 and 2006/2007 proposed calendars are contrary
to the best interests of our students and need to be re-worked.”

Program Review Process: Dr. Cronk
directed our attention to a document to be found by going to the Faculty Home
Page/Senate/Faculty Senate Home Page/Program Review Guidelines-Draft to see the
Proposed Revisions to Program Review Guidelines.
5.
Shared Governance:
Dr. Cronk reported that, recently,
three major faculty leadership groups at BCC had meetings with members of the
Middle States Self-Study Work Group on Leadership, Governance &
Administration - the Senate Executive Committee and the BCCFA Executive
Committee on Tuesday, December 7, and the Department Heads on Thursday,
December 9. At these meetings, members of these leadership groups expressed
various views and raised various questions, concerns, and issues about the
degree to which shared governance is or is not a reality at BCC. The Self-Study
Work Group will incorporate the views and concerns of the said faculty
leadership groups in its Middle States report.

BCC Policy Manual:
Dr. Cronk also reported on the “BCC Policy Manual and Administrative
Guidelines, Regulations, and Procedures.” After reading a good portion of this
manual, Dr. Cronk feels it is not based on any significant faculty input. The
policies in the manual seem to come primarily from "above" (i.e.,
from the administration), not from "below" (i.e., from the faculty).
This needs examination and revision. Dr. Cronk also reported that in a
conversation he had with President Winn, she acknowledged that some parts of
the manual are out of date and showed a real willingness to work with the
faculty in making the manual an expression of shared governance.

BCC Phone Directory: needs revision.
III.
COMMITTEE REPORTS: Holiday Get-Together is Wednesday,
December 15, in TEC 128.
