FACULTY SENATE MINUTES

Chairperson Dr. George Cronk called the meeting to order at 3:50 p.m.

I. REVIEW OF MINUTES: The November 12, 2002, Faculty Senate Minutes were approved without objection.

II. CHAIRPERSON'S REPORT:

A. Dr. Cronk reported on the November Senate Resolutions, which President Winn approved and returned to the Senate Secretary:
1. SR#8-02/03 Course Modification VET-220 Veterinary Technology Externship I
2. SR#9-02/03 Course Modification VET-2XX Veterinary Technology Externship II

B. Report on Senate Executive Committee Meeting with President Winn and VP Laughlin, December 10, 2002, prior to the Senate meeting. Topics of discussion were:
1. SR-C-2002/2003: A motion was made that the Vice President for Administration and the Director of Public Safety report in person to the Senate at least once each semester regarding the following:

a. to provide statistical reports on on-campus accidents, car thefts, tickets issued, assaults, and uncivil behavior
b. to provide a baseline report of the number of new faculty/staff parking permits issued
c. to provide a progress report by the County police assigned to the campus
d. to hold a question and answer session.

Dr. Winn's written response was:

An annual crime statistics report is required by the Federal Government. The BCC report can be accessed on our website at www.bergen.edu/publicsafety/securityreport.

The number of full-time lines in the college budget has remained constant at approximately 600 since FY1996. the number of part-time faculty has stayed approximately the same over this period. In reviewing the number of permits that are currently in place for existing faculty and staff, it has come to light that 90% of our employees have been issued two or more permits. Individuals have requested duplicate permits for the stated purpose of driving an alternate vehicle to work. However, it has been noticed in some cases that family members attending the college have been using the duplicate employee permits. The administration will conduct an audit of the permits that have been granted in order to assure their appropriate use.

At our request, County and Borough police have been monitoring the campus, issuing tickets for speed violations, traffic violations at stop signs, and parking in illegal locations. County and Paramus police records are not available to us.
Vice President Nurnberger will attend the next meeting of the President and the Senate Executive Committee to discuss issues related to public safety.

2. SR-D-2002/2003: A motion was made that the BCC Office of Planning give a detailed report of current lighting, its efficiency, and a plan of improving lighting consistent with the new TEC Building.

Dr. Winn's written response was:

The lighting system for the parking areas and walkways was upgraded in 1995. A lighting survey was recently completed by our Department of Public Safety. As of 11/15/02, all areas along roadways, parking areas and walkways have been checked and bulbs replaced. Buildings and Grounds is in the process of installing a new fixed sodium vapor light outside of the pool area.

Vice President Nurnberger will explore any further upgrades that may be possible for the exterior lighting.

3. SR-E-2002/2003: Motion was made to endorse a study to install traffic control safety mechanisms, with special consideration for the East Hall Child Development Center.

Dr. Winn's written response was:

Traffic control safety mechanisms on the college road must be approved by local officials. For example, we had requested permission to install speed bumps and this was denied. However, we have installed rumble strips in selected locations. Currently, a public safety officer is stationed at the East Hall crossing during peak hours. We will also have a traffic consultant evaluate general traffic and safety conditions on campus. This consultant will meet with college administrators and the County Engineer's office in order to determine improvements that may be acceptable.

4. BCC's Project AHEAD (Achieving Higher Education in Advance of Diploma). High School Seniors could come to Bergen after they have completed all high school work except English and Physical Education. They would be required to take the Basic Skills tests at Bergen.

III. COMMITTEE REPORTS:

A. Senator Meisel reported that the Constitution Committee has finished a draft; they plan to present it to the Senate early in the Spring 2003 Semester.

B. Senator Helff reported on a sub-committee of the Good and Welfare: The Nick Anagnostakos fund collected over $400 at the Holiday luncheon held on December 10, and over $150 was collected for the staff scholarship fund.

IV. OLD BUSINESS: None.

A motion was made to have BCC hire a lighting engineer to study the effectiveness of lighting in parking lots and adjacent to all buildings.
PASSED: 27-4-7.
